People handling land procedures can now stay at home to submit applications online and only need to visit the Land Registration Office Branch once to compare original documents and wait to receive results after 2 working hours. Alternatively, after completing financial obligations, they can send the payment receipt via post and receive the results at home.<\/strong><\/em><\/p>\n

Land Registration Office Branch No. 2 (under the Ho Chi Minh City Land Registration Office) has just implemented a process to receive 23 administrative procedures in the land sector via full online services.<\/p>\n

Among these, for land transaction security registration, people can choose from 3 formats: full online submission, partial online submission, and direct submission at Land Registration Office Branch No. 2.<\/p>\n

If choosing the full online submission format, people do not need to visit the branch to work but can perform operations completely online on a computer or phone.<\/p>\n

For the partial online submission format, people only need to go to handle documents once when receiving the results. Meanwhile, for the direct format, people have to travel twice, once when submitting the application and once when collecting the results.<\/p>\n

In addition, for real estate alteration documents such as buying, selling, donating, inheriting, and updating assets on pink books… people can also stay at home and operate on their phones to submit applications online without traveling to competent authorities.<\/p>\n

At that time, people submit applications through the National Public Service Portal. After successful submission, the system will return a single-window application receipt code. When going to submit the physical documents, people only need to go once and receive results after 2 working hours.<\/p>\n

Administrative procedures in the land sector submitted via full online services include: Registration and issuance of pink books for land plots with increased area due to boundary changes compared to the issued pink book; re-issuance\/exchange of pink books; land plot subdivision or consolidation.<\/p>\n

Re-issuance of pink books due to loss; correction of issued pink books; revocation of issued pink books that violate land laws as discovered by land users or owners of assets attached to the land, and re-issuance of pink books after revocation.<\/p>\n

Registration of real estate alterations; cancellation of land use fee debts and registration fees on issued pink books; registration of alterations for land use purpose conversion that does not require permission from competent state agencies; registration of assets attached to land plots that have been issued pink books or registration of changes in assets attached to land compared to registered contents; extension of residential property ownership duration for foreign organizations and individuals in accordance with housing laws on registered contents.<\/p>\n

Confirmation of continued use of agricultural land; registration of security measures using land use rights and assets attached to land; registration of changes in security measures using land use rights and assets attached to land; cancellation of registration of security measures using land use rights and assets attached to land.<\/p>\n

Registration of notice documents on handling mortgaged assets using land use rights and assets attached to land; forward registration of property rights mortgages arising from residential property purchase contracts or from purchase contracts of other assets attached to land.<\/p>\n

Mr. Tran Dinh Quan, Director of Land Registration Office Branch No. 2, stated that from now on, people, including those in other provinces who own real estate in Ho Chi Minh City, can stay at home to submit applications online without needing to come directly as before. Processing officers will receive and process applications in cyberspace.<\/p>\n

People only need to go to Land Registration Office Branch No. 2 once to compare original documents and wait to receive results after 2 working hours. For people outside Ho Chi Minh City, after completing financial obligations, they can send the payment receipt via post and receive the results at home through the postal service.<\/p>\n
